DALEVILLE TOWN COUNCIL MEETING

July 9, 2012

President Tom Roberts called the meeting to order at 7:30 pm. An invocation was given by Tom Roberts, followed with the Pledge of Allegiance.

Present were Tom Roberts, Bill Walters, Jeff Shore, Jay Shellabarger and Joe Scott.

Jay Shellabarger motioned to waive the reading of the June Council Meeting minutes and accept the minutes as written. Motion 2nd by Bill Walters. Joe Scott asked to change the spelling of Jerry Scott to Gerry Scott. Motion carried with 5 yeas.

Eagle Scout project update presented by Colin Combes. The project was completed on June 19, 2012. He requested the council’s signature to attest to the completion of the project. The timing of the project and the project itself was wonderful. Town Council President Roberts signed off on the project for Colin.

Old Business:

Daleville Road Sidewalk Project – Bill Walters reported on the sidewalk project. The common wage scale was adopted and sent to RQAW. Advertisements ran on 7/5/2012 and 7/12/2012. Pre-Bid meeting for the contractors is scheduled for July 18, 2012 at 10:00 am. This meeting will be handled by RQAW. We will be
receiving bids no later than 2:00 pm on July 30, 2012. A meeting is scheduled for 7/30/2012 at 7:00 pm to open the bids. A special meeting is to be scheduled on 7/31/2012 to award the bid to the lowest bidder. Pre-construction conference will be on Monday, August 6, 2012, with completion of the project on October 31, 2012. Mr. Walters will be scheduling a meeting with residents of Daleville Road with RQAW prior to construction before the end of July. All questions could be addressed before construction begins. Mr. Walters expressed his gratitude to Rex Jordan for his help during the common wage meeting.

DEPARTMENT REPORTS:

Police:
Major Hicks was present to answer questions about the activity report. Truck was in transit back from Florida. It was in London, KY getting repairs. The entire cost for the truck will be $2,000.

Bill Walters presented discussion on the speed limit being lowered on 3rd, 4th, & 5th Streets. He also suggested Child At Play signs are put out as well. Mr. & Mrs. Scott suggested lowering the speed limit. Bill Walters made a motion to change the speed limit on 3 rd, 4th, 5th & 6th Streets. Bill Walters withdrew his motion. Bill Walters made a motion to change the speed limit on 3rd, 4th, 5th & 6th Streets to 20 MPH and post Children at Play signs on 3rd
& 4th, facing both directions. Second by Jay Shellabarger. Motion carried with 5 yeas.

Clerk:
Jay Shellabarger motioned to accept the claim docket. 2nd by Jeff Shore. Motion carried with 5 yeas.

Streets & Garage:
Suggestion from public for a timer at 32 & 67. Repaving – Lica will being mid-August. Millings will be taken to the ballpark and spread at ballpark.
Atlee street will have 2 catch basins. Street light at 67 and Middletown Road. The light sets back a bit, but it is a close as we can get without infringing on state. The county will be repaving 900, the end of Walnut Street. We have 1,400 linear feet from where they end to 67. They are willing to knife it and repave it at no cost to us, we pay the cost of the asphalt. Approximate at 1,400 feet at 20 feet wide, that would be an approximate cost of $12,000. Bill Walters made a motion to spend $12,000 to pave 900 to 67. Jeff Shore second. Motion carried with 5 yeas.

Sanitation:
Port A Pots placed at parks. For an additional $5/month Bestway would insure the Port A Pots. Joe Scott motioned to spend $80/month for 2 Port A Pots with insurance.

Water:
Level in Water Tower is good. Gas powered compressor has been purchased. Everything is good. Pool water is metered. Income survey for any grants we need.
Ms. Mathewson suggested waiting to pay for another survey, to make sure the survey we have had done will work.

Parks:
June meeting was cancelled. A special park meeting has been scheduled for July 18, 2012 at 8:00 pm at Daleville Town Hall.

Planning & Zoning:
Jay Shellabarger made a motion to introduce Ordinance 2012-08 amending 07-01 Comprehensive Land Ordinance pertaining to Permit Fees. Bill Walters second.
Motion carried with 5 yeas. Jay Shellabarger made a motion to suspend the rules for Ordinance 2012-08. Bill Walters second. Motion carried with 5 yeas. Jay Shellabarger made a motion to adopt Ordinance 2012-08 amending 07-01 changing permit fees for the Town of Daleville. Bill Walters second. Motion carried with 5 yeas.

Jay Shellabarger made a motion to introduce Ordinance 2012-07 raising the fees paid to the Town for mowing overgrown vegetation. The ordinance raises the mowing fees to $150/hr. The ordinance also gives the town a continuous abatement. The town will continue to mow a property if it needs mowed after one certified mailing. Bill Walters second. Motion carried with 5 yeas. Jay Shellabarger made a motion to suspend the rules to adopt Ordinance 2012-07. Bill Walters second. Motion carried with 5 yeas. Jay Shellabarger made a motion to adopt Ordinance 2012-07. Bill Walters second. Motion carried with 5 yeas.

Jay Shellabarger made a motion to adopt Resolution 2012-03 allowing the Clerk to pay bills of the town by EFT. Jeff Shore second. Motion carried with 5 yeas.
